SAT stands for Self-Assessment Tool. It is MOM’s free online self-assessment for work pass eligibility: you check a candidate against the S Pass and Employment Pass criteria before an application is filed, which tells you whether they are likely to qualify and, for an S Pass candidate, what salary the application would need. It is a value-added service for us. If you prefer, we run it for you — we prepare and submit the SAT declaration, including the document checks MOM expects to see, alongside the work pass applications we handle. The Employment Pass is for professionals, managers and executives; the S Pass is for mid-skilled technical staff; and the Work Permit is for semi-skilled workers in permitted sectors. A Dependant’s Pass is for eligible family members of pass holders, and a Letter of Consent is for those who already hold their own work permission. In every case the employer applies for the work pass — the worker does not apply for it themselves.
The employer engages us, and we assess the candidate’s eligibility first — for an Employment Pass that assessment includes the COMPASS points framework. We then prepare and check the document pack, and once the employer authorises us we submit the application through MOM’s Work Pass eServices. MOM processes the application and issues the outcome, after which the candidate completes formalities such as card registration.
COMPASS is MOM’s points system for Employment Pass applications: a candidate needs 40 points to pass. Points come from six areas — salary, qualifications, the nationalities already in your firm, support for local employment, shortage occupations, and a bonus for strategic priorities. Firms with under 25 PMETs score 10 points each on the nationality and local-employment areas automatically. We model your candidate before you apply.
For an Employment Pass you normally need the candidate’s passport personal-particulars page, the employer’s latest ACRA business profile, and the qualifications the candidate is relying on together with verification proof for them. What else is asked for depends on the pass type and on the candidate’s own background — MOM lists extra documents for particular qualifications and for certain professions such as healthcare professionals and lawyers. MOM accepts qualification verification only from certain vetting agencies: background screening companies that carry an MOM verification reference number, a government or awarding-institution verification portal, or a letter from a professional body. Documents that are not in English need an English translation, and MOM’s eService requires each uploaded document to be under 2MB. Yes — a job must be advertised on MyCareersFuture before an Employment Pass application, and the job posting ID is used in the application. That is why we ask for your job posting details along with the candidate’s documents. If you have not advertised the role yet, tell us and we will flag it before anything is submitted.
Processing time is set by MOM and depends on the pass type and on how complete the information is. We submit once the document pack is complete and the employer has authorised us, and MOM’s own processing applies after that. Two things we can tell you: an application’s status can take about 15 minutes to appear after submission, and MOM’s Work Pass eServices are unavailable daily between 03:00 and 04:00 Singapore time. Because we have not been given a turnaround figure to publish, please ask us for a current estimate for your case.
